中國(guó)記者持美官方地圖質(zhì)問:這里標(biāo)注的是太平島 可不是太平“礁”
7月13日,在美國(guó)國(guó)務(wù)院記者會(huì)上發(fā)生的一幕,或許讓菲律賓南海仲裁案的幕后推手——美國(guó)政府感到尷尬。
在當(dāng)天的記者會(huì)上,一位中國(guó)記者手持美國(guó)版地圖向美國(guó)國(guó)務(wù)院副發(fā)言人唐納發(fā)問說(shuō),“這份地圖的來(lái)源是美國(guó)政府,上面把太平島的屬性定義為‘島嶼’,而不是‘礁石’,這與南海仲裁案的‘裁決’結(jié)果不同。我想要知道這個(gè)地圖是否代表美國(guó)政府立場(chǎng)?”

MR TONER: Okay. Look, the decision was quite clear in its description of what is an island and what is a rock, so I would just refer you to its legal definition.

But look, it – basically there are – there’s a very clear definition within the finding, or the court ruling, that delineates what is an island, legitimate island, and what is a rock.

MR TONER: We’re not at this point in time going to challenge the definition that they’ve put in there legally at this point.

雖然南海臨時(shí)仲裁庭“裁決”將太平島定義為礁,但公開資料顯示,美國(guó)政府發(fā)布的南海地圖中明確將太平島定義為“島嶼”。
華盛頓智庫(kù)戰(zhàn)略與國(guó)際問題研究中心等多家研究機(jī)構(gòu)刊登分析文章指出,太平島確實(shí)是島,并非礁石。2010年1月美國(guó)政府發(fā)布了南海地圖與地理描述,明確把太平島以及附屬島嶼標(biāo)記為島,并注明了島嶼的經(jīng)緯度??擅鎸?duì)常設(shè)仲裁法院7月12號(hào)違背常理的裁決,美國(guó)國(guó)務(wù)院發(fā)言人卻并不愿意反駁。
